Jeremy Renner and Joe Russo have both made comments indicating that there's a plan to bring Hawkeye into Captain America 3.
Could Jeremy Renner as Hawkeye show up in Captain America 3? It sounds like it. Just as Black Widow was a natural fit for Cap's world in Captain America: The Winter Soldier, the presence of Hawkeye certainly couldn't hurt as they try and tell a story that deals with some of the more grounded elements of the Marvel Cinematic Universe. It sounds like other folks have had similar thoughts.
Mr. Renner said that Hawkeye's appearance in Captain America 3 has been discussed, but he's got a very busy schedule to deal with. "There are rumblings of Captain America 3,"he told Collider. "I don’t know what’s going to happen there. I’ve got to find the time, man (laughs). I’m trying to stay home and I can’t.

"We love Renner and we would love more than anything to play with that character, but we can't comment on that. What we can say is that there are certain characters that would make sense to be in a Cap movie because he has a close relationship with those characters and they fit into the tone of his universe -- meaning the tone that we're playing with in these individual Cap films. So take from my obtuse response what you would."
Well, we know what we'd like it to mean. The Captain America franchise could easily become a more reasonably powered version of the Avengers, with Hawkeye, Black Widow, and the Falcon all lending a hand.
Captain America 3 will be released on May 6th, 2016. We know Chris Evans is in it. We rather hope that Jeremy Renner and Scarlett Johannson are, as well.
